外国人要取得日本国籍(归化)，在法务局做申请归化许可。
「国籍法第5条」，所规定的地址必要条件·能力必要条件·品行必要条件·生计必要条件·多国籍防止必要条件·宪法遵守必要条件的普通归化的必要条件。其他，「国籍法」没规定的需要日语的读写(小学3年级左右)水平。

If foreigners wish to stay permanently in Japan, and want to change status of residence to “permanent resident”, they are required to apply for permanent residence.
Status of residence, “permanent resident” doesn’t restrict activities during stay or the period of stay.So foreigners’ qualification for status of residence, “permanent resident” shall be investigated carefully.
There are statutory requirements, that is, requirements for behavior, requirements for sustenance, and requirements for national interest (in Article 22 of Immigration-Control and Refugee- Recognition Act).In addition, it is required that in principle, the period of stay permitted is continued ten years, and that the period of stay provided in current status of residence is longest one.There are other requirements to be met for it and special exceptions for it.Those who meet requirements may prepare application forms and submit them with documents required to immigration bureau to apply for permanent residence.

Those who are qualified to the reasons for deportation including illegal stay (overstay) shall appear or be kept under restraint to take the procedure for deportation.
